The Chairman of the Verkhovna Rada has directed the suggested by the Government Bill on the Budget for the year 2010 for the People´s Deputy scrutiny and for the corresponding work in the profile committees.
V. Lytvyn declared that for the comments regarding this important document it should be thoroughly scrutinized.
The Chairman of the Verkhovna Rada of Ukraine announced that he has charged the Verkhovna Rada of Ukraine Secretariate and Legislation Institute with the scrutiny of the Budget on its correspondence to the legislative basis.
He also reminded that the judgment of the constitutional Court of Ukraine prohibits that the law or budget was entitled containing the amendments to certain legal acts, cessation of the law force of their separate principles in particular. "It should be clear according to which Budget Code the work on the finance document was held current one or according to another one, on which the resident´s veto is imposed", - the Leader of the Parliament declared.
The Chairman of the Verkhovna Rada declared that before the adoption fo the budget the preparation work should be done without "hysterics". "Before the adoption of the State Budget for the year 2010 there should be hearings on the Implementation of the Budget 2008, on the Course of the Implementation of the
Budget for the Current Year, Report on the Monetary-Credit Policy of the National Bank for the Year 2010 and the Report on the Work of the National Bank in the Current Year"
According to the Leader pf the Parliament, the Verkhovna Rada should obtain precise answer from the Court of Auditors how it evaluates the situation in Ukraine. "It should be basic for the work regarding the State Budget. One should adopt real budget for the country but not the comfort one in somebody´s interests", - he emphasized.
